Tilbury education center gets the green light for the House of Multiple Occupation (HMO) plan

A Tilbury education center has been given permission to convert its upper floors into an HMO, the Local Democracy Reporter reports.

Tilbury Education and Cultural Association on St Chads Road plans to convert its first and second floors into three bedrooms, sleeping up to four people.

An existing external staircase, which currently provides access to the first floor, would be retained if the landing was expanded. A new entrance door is proposed at the rear on the first floor for access to the living spaces.

The focal point on the ground floor of the middle terraced house will be retained.

In their report, planning officers said the proposal would “include limited operational development and retain the existing site within its current footprint and size”.

They said: “The structural changes, including enlarging the external staircase, installing a new entrance door on the east facade and adding a skylight to the main roof slope, would be minor in scale and design.

“These changes would be limited to the rear and roof of the property and would have no adverse impact on the privacy, views or light levels of surrounding neighboring properties. The planned use of the upper floors as a small-scale apartment building (HMO) with space for a maximum of four residents would correspond to the residential character of the area.”

The report added: “The intensity of the proposed use would remain modest and is not expected to generate noise or activity levels above those typical of residential use. The rear access and the external stairs were also considered.

“Given the scale and nature of the project, it is not expected that its expansion and use will result in excessive noise, overlook or nuisance to neighboring residents. Therefore, the proposed development would not have a material or adverse impact on the amenity of adjacent properties.”
