Hampshire procurement for £ 100 million transport and infrastructure advice frames

The Hampshire County Council (HCC) has published an announcement of the tender to set up a new four-year multi-supplier advisory company frame for transport, highways and infrastructure services.

The framework is designed in such a way that it replaces its existing frame for Place, Connectivity & Infrastructure Professional Services that started in 2022 and started with suppliers such as Jacobs, WSP and Stantec by 2026.

The new framework is expected to be up to 100 million GBP without VAT (120 million GBP including VAT) and will underline the commitment of the council for the development and maintenance of critical infrastructure in the entire region.

The new framework, which is planned from March 2, 2026 to February 28, 2030, aims in addition to the development and support of infrastructures for professional services for technical transport and civil engineering.

It will be structured around nine different properties that are divided into two main categories: Lot A, the large -scale multidisciplinary consulting services and LOT B, which include eight smaller specialist consulting services. Bidders can offer either LOT A or one or more of LOT B specialisms, but not both.

HCC emphasizes that although it will be maintained the role of the senior contracting authority, it will be accessible for all public institutions in England- mostly local authorities, NHS Trusts, Fire Brigade and Police Services as well as schools in the Southeast and Southwest regions. The participating authorities are working as part of a participating agency agreement to ensure clear governance and liability regulations.

In this NEC4 framework contract, NEC4 Professional Service Contract (PSC) and Professional Service Short Contract (PSSC) is used to enable optimized procurement and contract management. The frame team of the council's engineering advice will treat all aspects of contract administration centrally, including service applications, orders, recalls, expenditure solution and payments.

Los A with an estimated value of 80 million GBP without VAT (96 million GBP including VAT) will include up to three large multidisciplinary engineering advice companies. Services include sustainable and accessible transport infrastructure planning, motorways and civil engineering draft, construction, security audits, flood and water management, environmental and ecological services, landscape architecture, intelligent traffic systems and building information modeling (BIM).

The eight specialists within Lot B with around 2.5 million GBP each without VAT (£ 3 million including VAT), cover -oriented areas such as engineering design specialism (bridge and structural inspection, drainage, visualizations), transport planning (active trips, future mobility, travel data modeling), strategy planning, environmental and sustainability services, Ecological and streets and streets and street and streeting design.

The Council has shown strict tender periods with the conclusion of the examination time at 5 p.m. on October 20, 2025 and from October 29, 2025.
